   114. Recovery of fines and costs--- (1) Every fine imposed under
 subsection (1) (e) of section 110 of this Act, and all costs payable
 under an order made under subsection (1) (f) of that section, and all
 costs payable under an order made under section 103 (4) of this Act,
 shall be recoverable as a debt due to the Council.

   (2) Notwithstanding subsection (1) of this section,---
   (a) All costs payable under an order made under subsection (1) (f) (i)
         of section 110 of this Act; and
   (b) All costs payable under an order made under subsection (1) (f)
         (iii) of that section in relation to the prosecution of a charge
         by the Director of Proceedings---
 shall be recoverable as a debt due to the Health and Disability
 Commissioner.
