   117. Orders to have effect pending determination of appeal---Subject
 to any order of a District Court or, as the case may be, the High Court,
 every decision or order against which an appeal is lodged under section
 116 or section 121 of this Act shall continue in force and have effect
 according to its tenor pending the determination of the appeal.
