118   Procedure on appeal



   118. Procedure on appeal---(1) Every appeal under section 116 of this
 Act shall be heard as soon as reasonably practicable after the appeal is
 lodged.

   (2) On the hearing of an appeal under section 116 of this Act, a
 District Court Judge may confirm, reverse, or modify the decision or
 order appealed against, or may make any decision or order that could
 have been made by the person or body that made the decision or order
 appealed against.

   (3) Nothing in this section gives a District Court Judge power to
 review any part of the decision or order other than the part appealed
 against.

   (4) Subject to section 121 of this Act, the decision of a District
 Court Judge on any appeal under section 116 of this Act shall be final.
