136   Proceedings not invalid on account of defect in appointment



   136. Proceedings not invalid on account of defect in appointment--- No
 act or proceeding of the Council, a complaints assessment committee, or
 the Tribunal, or of any person acting as a member of any such body,
 shall be invalidated because of the subsequent discovery that there was
 a defect in the appointment of a person so acting, or that the person
 was incapable of being, or had ceased to be, a member.
